4. Congress is notoriously slow at acting on most
legislation in each session. Consider the first steps in making a law. Which
step would you eliminate to speed up the process? Why?

Usually for making the bill into law takes the following steps:

  •    INTRODUCTION AND REFERRAL TO COMMITTEE.
  •    COMMITTEE HEARINGS AND REPORTS.  
  •    DEBATE AND VOTE ON THE HOUSE FLOOR.
  •    SENATE ACTION.
  •    RESOLVING DIFFERENCES.  
  •    CONSIDERATION BY THE PRESIDENT.  

If to remove a step in order to make the process i would choose to remove the resolving differences as already there has been a debate regarding the the bill and the voting has been done so what the motive of resolving differences it only increases the time in making other person from the house in their favor and this takes a lot of time.
