Germans had invaded Poland and the dreaded Germans and their violent attacks urged British and other European countries to wage war against Germany. By that time US was involved in active trade relations with European countries and China, which is the huge store house of natural resources, was helping US in assisting European countries in commercial sphere. Japan which was about to undermine china did not like China continue its trade relationship with US. Japan annexed Manchuria and was about to overrun China.
This annoyed United States and it stopped all exports of steel and oil to Japan. Realizing to extend friendly ties with Japan, Roosevelt wrote a letter which addressed Japanese emperor to come together for a friendly tie with US. But it was not heeded by the emperor of Japan. The commercial vessels which carried steel and oil were stopped in the ports and were not allowed to enter Japan this made Japan to retaliate.
