Stephen Douglas legally proposed that the state Missouri can be divided into two distinct territories. He had proposed the separation of Missouri in order to start a transcontinental railroad project that would benefit the people of his constituency, Illinois. He desired to rescind the Missouri compromise and proposed the partition of the state. The option of forming as a free or a slave state was left as per the choice of the individuals in the territory.  

This separation of Missouri was not welcomed by the protesters of slavery because as per the Missouri compromise slavery was not allowed in both new territories. Both the supporters and protesters of slavery sought to gain governmental control of the territory and made many immigrants to move to Kansas. When the law came into effect, both the supporters were involved in a brutal conflict and turned aggressive and this made many new settlers to lose their life in Kansas.
