The best answer would be the first statement. In general the forms of civic responsibility that were acceptable for women in the 1800s was to write essays and to speak to other women. Because of the patriarchal society dominated by men, they aren't allowed to participate in political affairs.

By being in a marriage they became the property of their husbands and had no right to buy or sell property.
Their main activity in society was to have children, raise children and faithfully fulfil the role of wife.
In time and thanks to their united fight for the achievement of civil rights within society in the United States they were granted the right to work outside home taking care of the mentally ill, but did not receive a fair payment for their services, this work was almost free.
Access to higher education was limited to very few women and in some countries it was even forbidden. However, in some countries and US states they were allowed to vote in the same conditions as men.
