Answer:
The public assemblies elected the tribune :)
Explanation:
The Public assemblies in Roman Republic times were already constituted legislative organs, a couple of changes in its organization and distribution allowed them to evolve and adapt better to the new era (the Roman Republic, after the end of the Roman Kingdom).
The new ways of the Public assemblies included a new distribution between two notable groups, the comitia, that was the common assembly for Roman citizens, and the second one, was the concilium, this type of assemblies were reserved for determined citizens or social groups, for example, the ¨plebeian council¨ that was in charge of all the election process of plebeian magistrates and laws, clearly the Republic era tried to involve more the common citizen into ¨the political life¨.
These new groups inclusion allowed participation of an important part of the whole Roman republic in different sectors (assembly, tribunes) they accepted the common citizenship as valuable members of the political society, and this way having in charge different political duties and simbolical decisions.
Exactly the same started to happen with the tribunes organization and composition, tribunes for the plebs were formed too, some of them were military specialized tribunes, so the participation of the citizenship in different sectors was notable in this period.
This similarity illustrates many democracy behaviors, where more tools were provided to the common people to participate, giving more importance to each individual as a citizen and his influence in society.
