But water is highly reflective and can reflect off a major portion of the sunlight falling on the sea. The sea is also deep and thus the heat spreads through a large volume unlike in the case of sand. Water also has the nature of constant movement unlike sand which is stable.  

This factor also heats up sand more than water.
