Lets define basic needs in layman's term: it can be seen as supplies available that help in long-term well-being of someone in a physical manner.
healthcare aka medical care is considered a basic need along with education. Medical care can prolong the life of a child and education can help a child or an adult get a job in which they can earn a descent amount of income so they can support themselves, which also helps extend their life and knowledge is power. Many poor people live short lives because of lack of medical care and education. If people are educated then they can learn about the do's and don'ts in health. I think medical care and education can intertwine.
It just depends on how you see it or how your professor sees it. If you explain how medical care and education intertwine then he/she might see that and give you credit based on which ever option you select. I would just double check with what he/she wants just to be on the safe side.
