This document was written in 1620 and the last colony out of the 13 was founded in the 1700's so they couldn't have chosen representatives for a colony/colonies that didn't exist yet. Lastly, the English government didn't care about the Mayflower Compact as it didn't hurt them so it couldn't have led to conflict. Due to this, A is the only answer that makes sense and is correct.
