I have some suggestions!

I would amend the law to be able to punish journalists who harass the families of the celebrities, or who break the law to obtain their information, or who publish medical or criminal records.

Further, you could introduce the rule that if someone is insulted, the newspaper has to pay for a correction of the article and, if applicable, a compensation.
