Larry was probably running the cart down the aisle, as he was unable to realize that Sally was coming the same way he was, or at least Larry was distracted to miss Sally's approach and avoid the accident. When we are in a work environment we must follow all safety practices so as not to cause injury to our co-workers and ourselves. In the above case, Larry did not follow safety regulations because he was running down the hall or distracting, which eventually caused Sally an accident. For this reason, even if current OSHA standards do not specifically address this type of incident, Sally's employer is still responsible.
