HR should search all the sources for new recruitment if he or she doesn't get a fit person for the post.  

He should must take all the interviews according to the post. He should give advertisement with well-defined eligible criteria for the candidate for the interview. If it still doesn't get any person fit for the post he should go for referrals, external searches and online searches.

He should also post recruitment advertisement on the social Medias. Also he should take the reference of the employees who already are working in a company.
