if we let [tex]y=4[/tex], the expression becomes
[tex]\dfrac{x+4}{4}[/tex]
This is an integer if and only if x+4 is a multiple of 4, which in turn happens if and only if x is itself a multiple of 4.
So, the only good options are the multiple of 4, in your case -16.
