Workers because People who are categorized as workers tend to be in adult age (older than 18) ,and considered to be healthy and psychologically sound (otherwise they will not be hired). Therefore, this group is not considered as 'vulnerable persons'

This law does not cover the workers. 45 CFR 46, Subpart A is also known to be the Federal policy to protect the Human subjects.

This particular law protects the human subjects who are approved for medical and behavioral research. It provides basic protection to all human specimen who are the recipient of any clinical research.

There are number of agencies that have signed under the Common rule. The Head of such an agency decides whether a particular research activity is covered by the Common Rule.
