I believe it would be the "leader power"

Explanation:

During the cold war, the government of both united states and the soviet union made a couple of policies that do not necessarily beneficial for their own people.

They made massive investment in space and arm race that create economic stagnation in both countries. The united states can survive the stagnation, but the soviet union in the end forced to succumb and dissolved.

The 'people' definitely have little influence in that era.
