Even though Milton didn't had any real proof who did it, he played it tactically and instantly blamed Spenser for the prank. In order to connect the prank to Spenser, Milton used some details from the prank so that he can connect it symbolically with Spenser. The main goal behind it is to convince the people to vote for him, not for Spenser, as he represented him in the public eye as someone who is acting like a child and has no responsibility whatsoever.
