As John Milton wanted to get his car and go to work as pretty much every day, he saw that actually someone performed a prank over him, blocking his drive-way with over forty pounds of oranges. Milton, not really aware who did it as he lacked proof, used the situation to make a bad name for his main political opponent. By using symbolism, and connecting the dots between some details of the prank and some of the things used by Spenser, he made a story in order to make Spenser look like a big irresponsible child, thus a bad candidate for mayor. The reason for that was of course to make the people move away from Spenser and vote for him so that he can become a mayor.
