You use point-slope form, which is y-y1=m(x-x1) , so it becomes 
y-4=(-2/3)(x-3). 
You can make it 3y-12=-2x+6.
Add 12 to both sides to make it 3y=-2x+18.
Lastly, divide everything by 3, so it becomes y=-2/3x+6.
