I'd say D. and maybe C. I'm not completely sure on choosing C. because attacking one of the organizations would not be the smartest idea. I disagree with A. and B. because helping out and supporting other countries will not only help that other country but yours too because they will most likely return the favor. B. would be incorrect because the military should not come between another country's military (for obvious reasons).
