A certain act would only be considered as 'deviant' if that act is violate the moral standard that is held by the majority of people in society
for example, in united states having sex before marriage would not be considered as a deviant behavior because it is generally common for couples in this country to do it. But, this exact same cat would be considered as a deviant in countries with Muslim majority because it violate the rules in their religion.
