A. is not necessarily a negative result, for it would help the economy more.
B. is also not a necessarily a negative result, for if food production is increased, that means that it can feed more people.
C. is your best answer, for when the government provides universal health care to its citizens, the cost would be higher, which would result in either less spending in other governmental agency's, or a higher tax rate on it's citizens.
