The Congressional Budget Act of 1974 requires Congress to pass a budget resolution each year. This resolution must set limits on spending in the government’s 19 different spending areas. Committees from the House of Representatives and the Senate must work on the resolution together. This resolution attempts to set limits on spending and predict federal revenue for the next five years. If no resolution can be filed, the resolution from the prior year’s budget is used.
