The Kansas Nebraska Act was one of the most controversial laws passed by the US Congress. This law dealt with the issue of whether or not slavery would exist when Kansas and Nebraska applied for statehood. Previously, the institution of slavery in new states was determined by the Compromise of 1820 (also known as the Missouri Compromise). This compromise stated that any new state added to the Union that was North of the 36'30 line would be a free state. Any new state that was south of this geographic boundary would be a slave state. This all changed with the Kansas Nebraska. Due to concerns over equal representation in Congress among free and slave states, Congress decided to use the concept of popular sovereignty. Popular sovereignty is the idea that citizens will vote on whether or not the institution of slavery will exist in their state.
The Kansas Nebraska Act ended up failing miserably, as letting citizens vote on the issue resulted in voter fraud and violence. This violence between people who wanted slavery and those who did not resulted in what is now known as "Bleeding Kansas."

The Compromise of 1820 is more commonly referred to as the Missouri Compromise. Missouri was admitted into the Union (the United States) as a slave-holding state with Maine added at the same time as a free state. This kept the balance of slave and free states equal. The 1820 action also said there could be no future slave states in Louisiana Purchase lands anywhere north of the 36 1/2 degree latitude line. Missouri was to be the only exception to that rule. When the Kansas-Nebraska act declared that the people in the Kansas and Nebraska territories could vote on whether they wanted slavery or not, that essentially overturned or repealed the "Missouri Compromise" of 1820.

The Kansas-Nebraska Act was the brainchild of President Franklin Pierce and US Senator Stephen Douglas, Democrat from Illinois. They were trying to curry favor with Southern voters. You may recognize the name of Stephen Douglas from the famous "Lincoln-Douglas debates." That was when Abraham Lincoln ran against Douglas for Senate in the 1958 election - and Douglas won. The Kansas-Nebraska Act had happened already by then, passed by Congress in 1854.
A main outcome of the Kansas-Nebraska Act was a rush to settle both those territories before they became states. Those on the side of slavery and those against slavery clashed in those territorial settlements. Kansas in particular was known for the bloodshed and violence that occurred there.
In 1860, Stephen Douglas and Abraham Lincoln ran against each other again for political office -- this time for President of the United States. As you know, Lincoln won that election. In 1861, the tensions in America over the issue of slavery and over states rights erupted into the Civil War.
