The second wave of immigration, from 1861 to 1880, brought about five million immigrants to the United States. After the civil war, the United States ushered in the peak of industrialization, the demand for labor is strong. In order to attract European immigrants to the United States, in 1864, President Lincoln lobbied congress to pass the immigration encouragement act. Secretary of state seward even issued a notice to U.S. diplomats in Europe, asking them to make attracting European immigrants a top diplomatic priority. In order to recruit skilled workers from Europe to work in the United States, some companies are also sending groups to Europe to recruit. They ran advertisements in many European newspapers, printed pamphlets and painted an attractive picture of America to europeans with immigrant aspirations. Some companies are also offering europeans who are willing to immigrate to the United States the money they need to travel.
