This amendment is probably the most convoluted of the 10. The Federal law reads that a citizen has the right to bear arms. I'm not sure that they have resolved whether this applies only to the militia being able to bear arms or whether anybody can bear arms.
There are not only problems on restrictions like the sale of assault weapons, background checks and waiting periods to name a few.
There is another problem. The federal constitution does not restrict the states, so gun laws in the states vary considerably from state to state.
I think the answer you want is whether guns should be restricted at all. The second amendment does not make it clear what to do.
