Simply because they didn’t share the same views and were not convinced by Wilson’s 14 points. For example Great Britain’s prime minister David Lloyd George did not take a liking to Wilson’s demand for free access to the seas (in peace or war). On the other hand,Georges Clemenceau from France didn’t share the same views on the 14 points. He wanted Germany to pay for what they did , and with that he wanted a harsher treaty.
