After the a bill has been proposed or its idea has been developed, it undergoes introduction which is done when the House in session.
In the house bills are officially introduced by placing them in a special box known as hopper, located at the rostrum, or speaker's platform.
In the house, a bill clerk retrieves the proposed bills from the hopper, and then numbers each bill as it is introduced. The clerk also gives each proposal a short tittle, which serves a s a summary of its principal contents. Then after the bill has received its number and title, it is entered in the House Journal in the house.
