The issues that divided the Mugwumps, Halfbreeds and Stalwarts were in regards to the political issues that emerged during the Gilded Age, that took its name from a novel of the same name. It has to be understood that there was a new emerging consciousness within the American society, and the Americans wished to address the growing corruption in the government. Politics had assumed an important segment of people’s lives, as the heightened political consciousness of American citizens led them to demand several political, social and economic reforms. Various government agencies had several transformations, such as the reforming of the Civil Services, in order to prevent the distribution of government responsibilities on the basis of the spoils system and achieve a uniform criterion of merit.

Throughout the years of 1885, the politicians of the United States adopted a spirit of reform in the United States Administration, thereby freeing the government offices of rampant corruption. For example, President Arthur appreciated the Pendleton Civil Service Act, as the government offices would be distributed to only those who were deserving and had merit. In the elections of 1884, the Independent Republicans broke away from the Conservative republicans and thereby extended their support to the Democrat candidate, Grover Cleveland, which led to his winning a decisive victory. These independent Republicans were termed as Mugwumps. The Stalwarts, on the other hand, opposed the reforms of the distribution of the civil services, supporting the patronage system, as they believed it was necessary to have the support of loyalists, who would help to consolidate the government. They clashed with the Half breeds, another faction of the Republicans, who welcomed these reforms, claiming that they were in spirit with the Reformation in American society
