If the mass and the height are always the same, then the least PE comes from the least gravity. Surely you can find THAT in the table.

so , the Gravitation potential energy will depend upon gravitational force
Gravitation Potential energy is directly proportional to acceleration due to gravity at that place , hence gravitational potential energy will least at that place where acceleration due to gravity is least which is Pluto having least value of acceleration due to gravity = 3.56 m/s^2
