There is usually a correlation between development and high literacy rates, mostly because wealthier countries can provide education, health care, and technology to its citizens. Consequently, with better conditions of life and education, countries with a high literacy rates have more educated citizens, able to develop the nation's industry, services and technology, having a direct feedback effect.
