The National Response Framework is a sort of guide to how the country responds or should respond to all kinds of emergencies. The best about it is that it is built in such a way that is scalable (could work on a very large disaster or small inconvenience) and it is very flexible, so as to immediately adapt to whetever danger comes.

The Framework also describes specific authorities (who should do what and at what time) and best practices for action and managing incidents. These incidents, as said before, could range from the serious to mildly important. This includes telling the private-sector the measures they should take as regards infrastructure and contingency plans in order to be enabled to work.

The National Response Framework describes the principles, roles and responsibilities too, and the coordinating structures for response. It is always in effect, and elements can be implemented at any time.
