In 1979, most Universities in the United States were not conducting their research with the Department of Defense anymore and were also not connected to the ARPANET. With seed funding and support from the NSF and the University of Winsconsin-Madison, they put together a proposal to build a network that would be able to connect non-ARPANET computer science departments. CSNET was funded by NSF from 1981 to 1984.
