So the definition of an democratic reformer is a person devoted to bringing about reform, as in politics or society and the definition of an imperial dictator is An Imperial Dictator was a term given to a leader of the Galactic Empire when they showed a large amount of pure evil. Grand Moff Seerdon was known to have attained this rank. So personally I would say Napoleon is a democratic reformer because He said he love power.
