It established a government based on a document reflecting the will of the people. The Constitution of the United States always had the welfare of the people as its top priority.  Non-representation in government during the colonial period was one of the reasons why they rebelled against British rule.  They wanted a government that reflected the will of the people and looked out for the people’s benefit.
