How does this have 17?? I counted 18. What am I not understanding?

The +17 is referring to the number of protons within the atom. The minus signs with circles around them represent electrons orbiting the nucleus.

The 17, inside the nucleus represents protons(which are only found in the nucleus), electrons are found on the outer orbits and there are 18.

Also, the charge of 1- means that there is an extra electron than usual, and since electrons are negative this would give it a 1- charge. This would be the 18th electron.
