A government is a legal body that has powers to make reforms and policies also that the policies that are being made are followed or not and whether there are some amendments that need to be made about the same. How the government is going to work or ow it is going to be made is all written in the constitution.
In power means the government can control the power of individuals as well as groups if necessary, whereas authority means that the right to the decision can be taken by them.
For example, if there is a criminal who has done something wrong and is in jail serving his time that the power will be that the sentence can be reduced, but he still has to serve some time.
