Total number of pounds of a dozen large cartons = 12 × 1 1/2 liters.

$=12\times \frac{3}{2}$

$=18$

A small carton capacity =  3/10 liter.

Total number of small cartons of milk can be filled  = Total number of pounds of a dozen large cartons ÷  a small carton capacity.

= 18 ÷   3/10.

$=\frac{8}{1}\div \frac{3}{10}$

$=\frac{8}{1}\times \frac{10}{3}$

$=\frac{80}{3}$

$=26\frac{2}{3} \ cartons$

= 27 cartoons.

Therefore, 27 small cartons of milk can be filled.
