All you need is:

-- How many small piles of 2/9 pound can you make
with 1-1/3 pound that you have ?
-- Put it another way: How many times can 2/9 come out of 1-1/3 ?
-- Put it another way: How many times does 2/9 go into 1-1/3 ?
That's division.
