By definition, rational numbers are ratios between integer numbers:

[tex] \mathbb{Q} = \left\{\dfrac{a}{b}:\ a,b\in\mathbb{Z},\ b\neq 0\right\} [/tex]

So, you get every possible rational number by dividing two integer numbers.
