P.B. Shelly create a negative impression of Ozymandias through his first description as,
"Half sunk, shattered visage lies, whose frown and wrinkled lip and sneer of cold command."
In the above lines Shelly creates negative images of Ozymandius and by use of "Cold command," it indicates that he is unforgiving and cruel. Further explaining his facial expression as "frown" and "wrinkled lip" permanent.
He is a proud character and considers himself to be strong and mighty. He placed a statue on board by creating and saying it as "King of kings." He doesn't realize that all these virtues will come to end and ultimately he will be forgotten. Whereas, Ozymandias desires to be remembered in the generations to come and hence depicts his negative impressions.
