In Sparta, an oligarchy holds most of the power and few people are citizens.
The Spartan society was composed by three estates: the aristocratic Spartiates, a class of military professionals which devoted themselves strictly to war, rarely seeing their families and never worked their lands; a middle class called the Perioeci, made up of a farmers and artisans, could serve in the army and had to pay taxes but didn't had any politics rights; and the helots a slave class which was permanently in rebellion and had to be repressed.
Two kings were the head of the goverment but a council of 28 elderly limited their power.
