The slope of line L is

[tex] = \frac{ - 3 - 3}{2 - - 1} = \frac{ - 6}{3} = - 2[/tex]
Since the line is parallel to L , it also has the same gradient,

The equation is

[tex]y = - 2(x - 3) + 3[/tex]
[tex]y = - 2x + 6 + 3[/tex]
[tex]y = - 2x + 9[/tex]
