First you change it to meters.

2.5x10^-3 cm x 1m/100cm = 2.5x10^-5 m

Then kilometers.

2.5x10^-5 m x 1Km/1000m = 2.5x10^-8 Km

Therefore 5.8x10^7 km is bigger than 2.5x10^-3
