Then the Bill is proposed. Then the Bill is introduced. Later, the Bill goes to a Committee. If the committee approved, the Bill is reported and then, the Bill is debated. After the debates and changes -when needing them- the Bill is voted on. If the majority of members pass the Bill, it is referred to the Senate. After discussions, the Bill is sent to the President of the United States. He can veto the bill or approve it and sign it. When this happens, we have a new law.
