A “small government” doesn’t mean that the administration is weak. It means that the administration should frame a narrow set of concerns and responsibilities; that is protecting the country from “foreign threats”, ensuring easy and smooth trade, and most importantly, ensuring that protecting Americans' constitutional rights of the citizens.

Increasing the role of administration beyond the responsibilities is what “conservatives” see it as a threat, as a ‘central government’  that need not concern itself with the localities that it represents, tends to accumulate more ‘power’ to itself.  

Ever since the “Articles of Confederation” were disclaimed, States were not meant to be completely “autonomous bodies”. The Civil War proved that quite conclusively. But they weren’t meant to be regional agencies completely dependent on ‘Federal funding’, either.
