Decimal numbers are repeating if the part after the decimal separator never ends, but has a cicle. For example, 14.020202020202.... is a repeating decimal number, because after the decimal separator you can see a pattern: 02 repeated indefinitely.
In your case, the part after the decimal separator is finite: there is no repeating part. Every number with a finite decimal part is rational. In your case, the number 9.373 can be written as the fraction
