I believe the answer is yes, demagogues could appear again and attack unpopular minorities in the name of patriotism.
The people of a nation want, in general, to feel safe. That is what the State, the Government is for: people choose representatives and give them power over themselves so that those representatives will take care of their interests. They are left in charge of education, health, security, financial stability, growth... almost everything that people want to have but can't control on their own.
When those people feel threatened, when they fear the status quo they fought so hard to achieve is about to cave in, they tend to choose demagogues to represent them. We could generalize and say all politicians are demagogues, but we must admit some are more dangerous than others. At times of instability, people take desperate measures to keep the fragile balance of their lives. They need an enemy, someone to blame and to attack in order to bring things back to their "proper" state. That is what such demagogues offer them. They choose a minority, convince the general population that those are the ones to blame for their current problems, and attack them as if their lives really depended on it.
I do believe we are living a moment in History that, unfortunately, allows us to see the work of such demagogues firsthand. Several countries around the world have elected leaders who take an aggressive stand toward a common enemy they made up. Be it a group in their own territory or abroad, as long as they are "different" (race, religion, wealth, you name it), they are eligible to become the new apocalyptical beast to be defeated.
In a situation where demagogues appear in uncertain times to attack unpopular minorities in the name of patriotism, such situations can happen again.
