So to solve this problem you need to use the point slope formula which is :

y-y1 = m(x-x1) ***Note: the x1 and y1 the numbers are subscripts but it shouldn't matter too much if you understand where certain numbers go in the problem**

Anyways , your problem is 3x+2y=8, you need to get that into slope intercept form which is y=mx+b

So you subtract 3x from the left side which is now going to read: 2y=-3x+8.

Now you need to divide 2 from the y.  y=(-3/2x)+4 **I put the fraction in parenthesis so you could see.

So your equation is y= -3/2x+4 , now you just plug in the points and slope from this equation to get your line parallel


y-0=-3/2(x-4)

Distribute your fraction

y-0=-3/2x+6

The zero doesn't really do anything so your answer is
