A "martyr" is someone who died for their beliefs, which Martin Luther didn't do (luckily for him!).  An "enemy of the state" is an enemy of the government (not the church), and a "heretic" is someone who commits heresy.  When Martin Luther went against the church, that's called committing heresy.  This makes him a "heretic."
