Read the paragraph. To conserve fuel and save lives, the national speed limit of 55 miles per hour should be restored. Gas prices are very high right now, so going slower would help to save money for many drivers. Also, there are too many deaths on the freeways. If drivers slowed down, fewer deaths would occur. The writer is trying to tell the road users to be careful while driving as presented in his warning signs. The effects that would lead to death. And also, to conserve energy by limiting the driving speed. 

I just took the test and I know it'a not to inform drivers of death rates on freeways. So my best guess would be to persuade drivers to slow down for it conserves fuel and saves lives and its implied in the last sentence before the question.
