Rhode Island is the only state which refused to send its delegation to constitutional convention held in Philadelphia in 1787 to consider revising articles of confederation. On condition adding a bill of rights, Rhode Island was the thirteenth state to sign and ratify the constitution on May 29, 1790
Rhode Island is America's littlest state, had big independence streak. They were afraid of a new law which was expected to be passed. According to them, it was limiting the power of the federal government instead it would give too much power to the national government.
